A converter is provided for you to import your existing Front Page (TM) webs into Web Man.

Web fpsite is a Front Page (TM) web, so it doesn't have a Web Man configuration file. So, the webmaster has just selected recently opened wmsite to provide a template for the conversion.

That selected the default template from that web, and filled in the options from that web's configuration file.
